SANTO DOMINGO.– The General Directorate of Migration (DGM), with the support of the University of the Caribbean (UNICARIBE), began training 55 young people who will form the new Rapid Reaction Units (URR), specialized operational readiness agencies created to consolidate strategic migration control processes within the country.
This new generation of agents, who will join the 160 already in service at the DGM, receive tactical training combined with solid comprehensive training to act fairly, respectfully, and within the law when conducting interdiction operations.
At the beginning of the training process, the head of the DGM, Vice Admiral Luis Rafael Lee Ballester, ARD, addressed the young people to emphasize the patriotic commitment and courage required by this role. "The work performed in these positions requires many qualities, but the most important is courage, bravery, determination, and the determination to uphold the law," he stated.
"We must do our best to enforce Law 285-04 and its implementing regulations; we must always be guided by ethics, decorum, and respect for the dignity of all people with whom we interact," he added.
The training is provided at UNICARIBE facilities and covers a total of 22 subjects, including human rights, knowledge of the regulations governing the DGM, operational protocols, field instruction, self-defense, human relations, handling of non-lethal weapons, Creole language skills, and first aid, among others.
This preparation aims to ensure that each interdiction operation is carried out in accordance with the national security and immigration order strategies promoted by President Luis Abinader, ensuring physical protection and humane, dignified, and quality treatment for all interdicted individuals, regardless of nationality.
The new agents are under the supervision of the Military Immigration Control Directorate, which is responsible for evaluating, monitoring, and coordinating all training.
Also present at the opening of the training were Brigadier General Juan Carlos Vicente Pérez, Director of Immigration Intelligence; Retired General Franklin Antonio Garris Peralta, ERD, Military Coordinator; Laura Maríñez Espinal, Legal Director; Colonel Manuel Antonio Carrasco Guerrero, Director of Immigration Control; and Colonel Héctor de Jesús Ovalles, Director of Planning for the DGM.
