DGM and Unicaribe consolidate alliance to strengthen the training of immigration interdiction agents.

SANTO DOMINGO.- The Director General of Migration, Vice Admiral Luis Rafael Lee Ballester (ARD), and the Chancellor of the University of the Caribbean (Unicaribe), José Alejandro Aybar Martín, held a meeting to develop inter-institutional cooperation focused on the training of Rapid Reaction Agents (ARR), specialized in interdiction operations against illegal aliens.

The top authorities of the DGM and Unicaribe considered proposals that would strengthen the training programs developed by the agency responsible for immigration control, which emphasize human rights, the General Immigration Law, due process standards, and other areas such as self-defense and good human relations.

Foreign Minister Aybar Martín congratulated Vice Admiral Lee Ballester for the initiatives he has implemented at the helm of the DGM, highlighting their positive impact on strengthening national security and sovereignty. He also made the academy’s teaching staff and physical facilities available to the DGM, as well as technological resources, the Blackboard and Class platforms, and the structured design of training programs.

He stated that Unicaribe’s commitment to the DGM “is an act of patriotic responsibility. Supporting this cause means supporting the country in the effective implementation of its migration policies.”

Lee Ballester, for his part, expressed his gratitude for the support offered and highlighted its importance in developing quality work that is reflected in immigration policy, safeguarding security, and national sovereignty.

He also ordered his team to immediately initiate work with Unicaribe staff to develop and implement the ARR training programs, which would be endorsed with certificates issued by the university.

After the meeting, representatives from the DG and Unicaribe conducted a reconnaissance tour of the university facilities.

Along with Chancellor Aybar Martín, the Vice Chancellor of Outreach, Bethy Díaz, participated. Lee Ballester was accompanied by the Director of Intelligence, Brigadier General Pilot Juan Carlos Vicente Pérez (FARD); the Director of Planning and Development, Colonel Héctor de Jesús Ovalle Hernández (ERD); the Legal Director, Laura Maríñez Espinal; the Military Coordinator, General (r) Franklyn Garris Peralta (ERD); and Captain Xavier José París Roldán (ERD), coordinator of the ARR units’ training program.
