SANTO DOMINGO.- The General Directorate of Migration (DGM) stated that its actions are guided by respect for human rights, a requirement for its personnel working in interdiction operations carried out throughout the country to contain the presence of illegal aliens, in compliance with Law 285-04 on Migration and its implementing regulations, 631-11.

“Our actions are carried out with strict respect for the fundamental rights of the people involved, ensuring dignified treatment, adequate safety and hygiene conditions, and due process, in accordance with national and international human rights regulations,” the institution explains in a press release.

It also adds that, as part of strengthening the management system it implements, processes are subject to continuous improvement programs, and institutional performance is regularly evaluated with a view not only to generating significant positive changes but also to identifying and eliminating inefficiencies to meet the quality objectives defined in the institutional strategic plan, as well as those established by the Presidency of the Republic.

The DGM also indicates that in the event of complaints of questionable conduct, these are investigated, and if proven, those responsible are sanctioned according to the severity of the violation. It states that more than one hundred employees have been dismissed and/or sanctioned for various violations of the institution’s rules this year, and that the current personnel hiring policy—for the first time at the DGM—includes mandatory participation in induction and training to provide guidance on the conduct and ethical principles that must be upheld.

So far this year, the DGM has deported more than 145,000 foreigners, the majority of whom are undocumented Haitians, in interdiction operations carried out within the country. The DGM indicates that these operations are based on intelligence strategies to identify and apprehend individuals with irregular immigration status, with the goal of enforcing the country’s immigration regulation and control standards.

The institution specifies that it will continue its operations to locate, detain, and repatriate irregular migrants, in compliance with Law 285-04, always ensuring that the processes are carried out in strict adherence to the principles of justice, equity, and respect for the rights of all.
